RRB - Add a flag next to devices in a customer's portal whether to charge for the device

We routinely run into scenarios where we don't bill for all devices in a portal (missing, unaccounted for, training, etc). If we could have a flag for mobile, stationary, and base stations that a Super Admin could set, we could use this to track "net" devices to bill for seamlessly
Suggest also considering having this flag the master db so we could track simply across all clients/tenants

By default, devices/base stations wouldn't have this flag enabled, and it could be enabled in the RRB devices / network section by SA's / CP SA's
